From January 21 to 22, 2026, the 2nd Meeting of the Drafting Working Group for the National Standard "Requirements for Functional Safety Data Collection of Industrial Process Measurement and Control Systems" (Plan No.: 20253554-T-604) was successfully held in Shanghai.
The meeting was hosted by the Secretariat of the Subcommittee on Systems and Functional Safety of the National Technical Committee for Process Measurement and Control Automation of Standardization Administration of China (SAC/TC124/SC10) and China Instrumentation Technology and Economy Institute (hereinafter referred to as "CITEC"), the leading drafting unit of the standard. It was undertaken by Shanghai CHENZHU Instrument Co., Ltd. (hereinafter referred to as "Shanghai Chenzhu"). More than 50 expert representatives from 36 units attended the meeting, including PipeChina Research Institute, CNPC Safety & Environmental Protection Research Institute, China Southern Power Grid Extra High Voltage Transmission Company, SINOPEC Safety Engineering Research Institute, China Special Equipment Inspection and Research Institute, Beijing Tongrentang, North China Power Engineering Co., Ltd., Shanghai Jiao Tong University, Shanghai University of Electric Power, Guangdong Institute of Metrology, Guoneng Zhishen Technology Co., Ltd., Hangzhou Hollysys Automation Co., Ltd., Beijing Consen Electric Co., Ltd., Shanghai Automation Instrument Co., Ltd., Beijing Smart Core Microelectronics Technology Co., Ltd., and Donghua Engineering Technology Co., Ltd.
The meeting was hosted by Liu Yao, Secretary-General of SAC/TC124/SC10 and Director of the Functional Safety Center of CITEC. Professor Shi Xueling, Consultant of SAC/TC124/SC10, put forward suggestions and expectations on the content of standard development and its subsequent implementation and application.
On behalf of the undertaking unit, Wang Zhuping, Chairman of Shanghai CHENZHU, delivered a speech, extending a warm welcome to the participating experts and introducing the development history and corporate mission of Shanghai Chenzhu. He stated that this standard is an important achievement of "Created in China" and a crucial foundation for "Made in China", and expressed expectations for fruitful results of the meeting.
Shuai Bing, Deputy Director of the System Evaluation Research Office of the Functional Safety Center of CITEC, reported the latest progress in standard development at the meeting, including the handling of comments after the first working group meeting and the subsequent work arrangements.
The participating experts conducted in-depth and detailed deliberations on the draft standard, focusing on discussing and revising specific clauses such as data collection objects, data classification, data collection timing, data collection management requirements, as well as the sources and contents of application scenario data, operational safety-related event data, and equipment-related data.
During the meeting, the experts also visited Shanghai CHENZHU's Safety Experience Center, CNAS Laboratory and Intelligent Factory on site, and exchanged views on functional safety technology and industry application practices.
Professor Shi Xueling, Consultant of SAC/TC124/SC10, delivered a concluding speech, specially thanking Zhou Ting, Vice Chairman of Shanghai CHENZHU, and her team for the thoughtful arrangements for the meeting, as well as expressing gratitude to the participating experts for their hard work.
The organization of this meeting was highly recognized by the participating experts and the Secretariat. Shanghai CHENZHU sincerely thanks the Secretariat of SAC/TC124/SC10 and all participating units for their trust and support, and will continue to actively contribute to China's functional safety standardization cause.
According to the plan, the drafting working group of this standard will further improve the draft, and the 3rd Working Group Meeting is scheduled to be held in March 2026.
